Don't configure the mail server to consider the domain as local. The
domain shouldn't appear in any Cw directive or in sendmail.cw. Also,
if the domain is associated with one of the mail server's local IP
addresses, you will need to enable the DontProbeInterfaces option in
sendmail.cf.

It doesn't need to. If delivery fails due to a temporary error (e.g. a
DNS query not being replied to or a failure to contact the destination
server), sendmail will queue the message until it is successfully
delivered, or it expires (default = 5 days).
