If I remember correctly, IDA sendmail was a set of sendmail improvements
developed outside of the UCB. It introduced the configuration through m4
files (*.mc). This has been incorporated into the main stream sendmail,
and IDA sendmail is not maintained anymore.

Sendmail is definitely not easy to configure. The sendmail source
distribution (available at http://www.sendmail.org/) contains several
documents about running and configuring sendmail that you should read.

I suggest you also have a look at Claus Amann's sendmail hints page
http://WWW.Sendmail.ORG/~ca/email/english.html as well as
http://www.sendmail.org/ in general. If you really want to master
sendmail, you should read the book by Brian Costales and Eric Allman
("sendmail", O'Reilly).

Put the following into your .mc file:

define(`PROCMAIL_MAILER_PATH', `/usr/bin/procmail')
FEATURE(local_procmail)

(with the appropriate path for procmail, of course).

Greetings, Juergen.
