Walter is the server in question.

IIRC, there would be no output for 'tcpdump host walter' and then arp 
requests with replies coming back and then DNS requests with replies and then 
the network traffic would start moving again.

The dropouts are quite sudden.  tcpdump output is rolling along displaying 
all the nntp packets moving back and forth and then suddenly nothing.
