Actually, this is no longer true.
You can do both inbound and outbound control on the same box.
Look at the latest iproute2*/examples directory for some examples
of the "ingress policer". Also download the 2.2.10 kernel patch from
http://icawww1.epfl.ch/linux-diffserv/dist.html
