This was asked before, but to my embarrassment, I can't remember the
answer.  :)

Anyway, this is related to disk quotas.  You see when multiple recipients
are specified in the To: header, and one of them happens to have a full
mailbox quota, mail is repeatedly resent, as it tries to resend to that
poor fellow.  However, in the meantime, the other people in the To: list
get multiple copies of the mail.  I checked /var/log/messages and sendmail
does send in one go.

What was the parameter in sendmail.cf that lets sendmail send to each
recipient one at a time?  I think it was one of the flags in the Mlocal
section.  I'm using sendmail 8.9.3
