Peculiar. Unless there are complex pay per packet financial issues (in which
case find a better ISP) I think you want something different - you want
"Each company is guaranteed to be able to grab 128Kbits when it needs it,
but can grab the rest if its free while it is free"
The CBQ schedulers in 2.2 can do this kind of setup
