If I post a mail to 8 people on your box one copy is sent and split 8 ways
locally...  If you are prepared to ignore that then you actually probably want 
to do the accounting in the mail system not at the network level.

Sendmail uses a delivery agent so you can provide your own wrapper that
byte counts emails.
