I recall a distribution called FT-Linux (which was included on the
cover CD of a PC magazine about 3 years ago) which had received FIPS
certification, so I don't think that there are any technical obstacles
to certification; it's just a matter of distribution vendors:
a) aiming for compliance when putting the distribution together, and
b) forking out the cash for compliance testing.
