IPX does, and using "IEEE 802.3 with 802.2 SNAP" IPX, AppleTalk Phase 2
and IP do it. Ethernet frame padding is indepent from the used protocol
and frame type, but in the case of 802.3 frame types the original length
of the transmitted packet is known. I know of ethernet MAC controllers
which are capable of strippin the pad bytes automatically from incoming
frames.
