Try

tcpdump -s 128 -p -i device host 130.216.35.102 and \( port 2532 or port 3128 \) and 
host 130.216.35.104

[-p prevents the interface from being put into promiscuous mode, so you
need to run it on one of the machines with the stuck sockets]
