Indeed, the problem is fairly well documented and as i have just overcome
it, here are a few hints that might save you some reading (not that it is
unnecessary, but we're looking for answers not litterature, right ? :) )

The problem is that W98 encrypts passwds whereas W95 and samba don't.
If your network hosts both W95 and W98 machines you might want to configure
your W98 to use unencrypted passwds. If you have only W98, it's up to you
either encrypt samba's pass or unencrypt W98's

W98 unencrypted :

in the registry :
create (right button) the registry :
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\VNETSUP
type=DWORD (you'll be asked for a type upon pressing the right button)
ValueName : EnablePlainTextPassword
Data: 0x01

or encrypt in samba:

In your smb.conf, in the [global] section, add the lines
-------------------------CUT HERE-------------------------------
encryption = yes
update encrypted = no
smb passwd file = /etc/smbpasswd
-------------------------CUT HERE-------------------------------

now the fun starts.
you have to encrypt all your existing passwds:
#cat /etc/passwd | mksmbpasswd.sh>smbpasswd
this should add a smbpasswd file in /usr/local/samba/private/ or wherever
you've installed samba
if you don't know find it with
#find / -name smbpasswd
then copy this smbpasswd file to /etc
or even better link it : ln -s

I have noticed that my share level security (security=share in smb.conf)
doesn't allow me to stop here but REQUIRES me to append the passwd of the
accounts to be shared to the smb file with the command
#smbpasswd -a account
you then are prompted twice for the smbpasswd.

in the smbpasswd file the newly appended files have passwds "clear" that
is, not the expected 32 Xs. But it works.

NOTE, if you wish to use userlevel security, only those users with a valid
account on the samba server AND logged on the W9x WITH that identical login
can access their files.

enjoy
