tcpdump/libpcap are maintained at LBNL, so that you should submit
the patches there.

and you may submit me patch wrt the latest snapshot from
ftp://ftp.inr.ac.ru/ip-routing/lbl-tools/ (btw it works for for isdn).
It does not exclude the first though.
