  Usually one can assume that computer can reach something on "the
Internet" if the default route exists. This isn't reliable because people
often keep their default route configured to some ethernet card on
laptops even when they aren't connected, but this is the closest to "the
truth" condition -- even if it's dialup on demand, next attempt to send
packets outside will cause it to dial, and unless there is any problem
(like modem isn't connected to the phone line), it will be connected in
about half a minute.
