Actually it can happen with heavy traffic in both directions on any link.
IP is not a real fan of fairness.

Using cbq you can potentially fair share a bit better between machines. For
a heavy http load something like thttpd (www.acme.com) or the apache
mod_bandwidth module set to limit to 96K should work a treat
