As you guessed it is Microsoft playing around not using standard
formats.
I have been told what it stands for not remember. It is to do with the
way in which outlook/exchange parcels up attachments. It is expecting
that the receiver can read RTF messages from outlook. To fix it the
sender has to change there options (According to a friend of mine) ,
the sender can fix this by going to "Tools" / "Options" (in outlook)
and on the options dialog select the Mail Format tab. Choose "Plain
Text". Any other format employs the TNEF device to embed attachments
at *the exact place you put them* in a "rich text" message.
