What exactly do you mean by "assigned all permission to it" ?
Apache normally runs as user "nobody" and this is defined
in apache's httpd.conf.

I think you are trying to do something which the user
apache running under is not allowed to.. You probably need to
make the script SetUID. I think you should read the
