Where is arpd?

I'm looking for the user-space arpd.  

The kernel config help says grab it from http://www.loran.com/~layes/arpd/index.html 
but that site is gone (looks like there is no longer a user layes there at all).

Google only finds me a debian .deb package (anyone know how to extract source from 
that when running a redhat distribution?)
