as the file says the relay-domains file is for domains i.e name.domsin.com
if you want to allow relaying based on IPs then edit the /etc/mail/access
file to have
200.181.80 RELAY
then run makemap hash -f /etc/mail/access.db < /etc/mail/access and
restart sendmail.
