I take it that you are not able to Telnet or ping the Linux
box _from_ the Win98 box? Are you able to go from the Linux to
the Win98 however? Do you also have Win95 box on your network?
If that is the case then it sounds like a routing problem. Make
sure that your Win98/95 gateway is set to the IP address of
the Linux box. The Linux box should have a route for the local
Ethernet network address too.
If your routing is set up correctly then we'll have to look in
other directions. Please let me know how it goes. Good luck!
A couple of notes:
The IP addresses that you are using are okay as long as you do not correct
directly to the Internet. If you are connected, or are planning to connect
through an ISP and use IP masqueradig as descibed in the book then you
will still be okay because your network traffic will appear on the
Internet as that of your ISP. Please keep in mind, however, that the class
C public address space is 192.168.x.x and not 192.160.x.x.
Win98 uses encrypted passwords but the book is oriented towards
Win95 systems that use plain text ones. Also, the version of Samba
that comes with the book does not support encryption (the book
was published before win98). The version of Samba that comes
with Red Hat 5.1 and 5.2 does support encryption. Please see
the ENCRYPTION.txt file that comes as part of the Samba RPM for
instructions for enabling encryption. I have provided my own
instructions at www.swcp.com/~pgsery/LNTK/README.samba.

My experience was that Idon't have to be logged in to the linux server

Try this:
smbmount //the/share /mnt hostname -U username -C
-C
By default, passwords are converted to uppercase before
they are sent to the server, because most servers
require this. You can turn off this conversion by -C.
I find myself using it quite frequently.

You need to configure eth1 as your default gateway. This means that when
your computer has a message to send to an address that is not on the same
network it is sent via the default gateway and routed onto the public
Internet. If you look in the file /etc/sysconfig/network you will see two
entries that looks like this, GATEWAY=10.0.0.1 and GATEWAYDEV=eth0. You
could edit this directly, or use the netconf application which has a section
that allows this to be configured.

Supposing that Apache is well configured (it should be the case if you use
RedHat and/or if you see the "it worked" page), you have to create a
"public_html" into each user's home directory.
Eg user matt stores his HTML pages into /home/matt/public_html/
The main page must be called "index.htm", and will be displayed when you
point your browser to http://your_machine_name/~user_login/ This is where
the ~ comes into things.
Eg if user matt works on a server called "server" : http://server/~matt/
If this doesn't work :
- check if the main page is called "index.htm" (and NOT Index.htm or
index.html or whatever)
- check if the "public_html" directory and all the files it contains are
world readable. You may need to set "public_html" as world executable.
- if your browser runs on a Windows or Mac client, try
http://server_IP_address/~user_login/ as you may encounter domain names
resolution problems.

Are you really sure your card is correctly configured ?
Type ifconfig and check the number of bytes sent to eth0. If you see
something like "TX : 0", your card is not recognized.

I think the Hummingbird product is the only Windows transparent client around
that works well (i.e. there is no SOCKS client wrapper around individual
applications). I'd persist with installing it. If you still have problems,
just look at the batch script and perform the work manually (it replaces some
of the TCP/IP dlls for Windows) - we've resorted to this on a few occasions
when the batch script didn't perform properly. You will need to do this work
in DOS (not in a DOS window). This is because Windows won't allow you to
change the network layer components while it is using them.
