I don't think you need to install StarOffice for each user separately.
Install as root and let all the users share it.

I did not quite get your question. Why can't you create separate users ?
Like, run a script that calls useradd 45 times ? They will be created
as /home/user1.../home/user45. OR am I misinterpreting your question ?
