I just had a similar problem in a class I'm taking.  I was building a RH7
box to do firewalling, but IP forwarding wasn't working.  Here's my
suggestions, though I am probably more of a linux newbie than yourself:

Check the routing table, make sure there is a default route to your
gateway(I'm not sure how this would work with an ISP though).

I also had a sysctl file that was set to turn off IP forwarding.  I can't
remember where this was located though.

Finally, the one that did it for me was the rp_filter file. In the
directory  
/proc/sys/net/ipv4/conf/ there are a few directories(like ethx, all,
default) that all contain a rp_filter file.  Cat those, if they return a
'1' try changing it to '0'.  That is what worked for me.
