I waited before answering this one as i dont know the exacht reason.
I have experianced this before, i was using at the time very old ide disks.
I suspect possable causes are.
timing is too slow.
disk is going to sleep and takes too long to wake up.
Buffer problems.
Disk is getting Too full.
Most all of the above can be corrected with 'hdparm'
Please read 'man hdparm' "carefully BEFORE changing disk parms.
You could also check the disk manufactures home page, maybe a solution is to be
found there.
I have one disk here a ST320423A i find using the following improves
performance a lot.
/usr/sbin/hdparm -q -c 1 -m 16 -u 1 /dev/hdb
It could also be that you have a so called "buggy" ide controler, in
combination with a slow drive. That is also explained in 'man hdparm'.
I hope this helps.
I cannot stress enough the importance of reading man hdparm carefully before
changing disk parms.
