It is difficult to be certain, but it sounds like you are describing a
problem that occurs at the modem-to-modem level before pppd (or even chat,
beyond running the AT command to dial) ever really kicks in. I'm inferring
this from this part of your message:

It reads like you are describing a situation where the two modems themselves
never succeed in handshaking. So the first thing I would do is make sure
that the number you are dialing (a) answers, (b) has a modem at the other
end (just dial it by hand and see if you hear modem squeaks), and (c) works
with whatever speed modem you are using.
As you your closing quuestion ... both pppd and chat log via syslog. Check
the logfiles in /var/log for entries from pppd &/or chat (I think you want
/var/log/syslog, or maybe /var/log/messages).
