I don't think so. Usually when you don't have a makefile in the
directory, make prints something like...
"make: *** No targets specified and no makefile found. Stop. "
It seems you have a broken dependency in your makefile for some reason.
In the makefile, make was told to build a target which relied on another
target that does not have a build rule. Or at least thats what it
sounds like to me.
Read the build instructions again (README, INSTALL, etc.). Make sure
you did not skip any steps (eg. running some configure script). Try
different configure options (if any). Try contacting the author or
users group specific to this package.
