Not really, but the reverse is usually true.

It depends upon which "grade" you attempt. At worst, it's not
terribly difficult to pass the higher level US tests.

I'm not in Germany, but you should be able to take the US test if
you are a US citizen with the aid of one of the US military ham
radio clubs.

http://www.arrl.org/FandES/field/club/detail.html?master_id=0004001882
for information on a military club in Wiesbaden.
If you are a US citizen working in Germany, (my assumption), the
Wiesbaden club should be able to fill you in on the applicable
licensing requirements.
