Do you mean how *big*? It depends on what you mean by "Desktop environment" and what else the system is running. I've used a 486/40 with 16 MB RAM, running X and wfvm95, but it didn't do much more than that (just ran the usual background apps, some xterms, and otherwise acted as a remote X terminal for use with a server). Some of the newer minimalist X desktops, like blackbox or ICE, would probably handle this sort of setup pretty well. If you are wondering about environments like KDE or Gnome ... they will require more in the way of resources.
