well your previous paragraph contradicts that line. Have you got ipfwadm
set up correctly (read the IP-Masquerading mini-howto again)
-I have the tcp/ip protocol for the NE2000 card in the windoze machine
-set to use 192.168.0.0 as a gateway.
WRONG! The gateway on your little network is the IP Address of the machine
that is connected to the net (hence the 'gateway'), you don't have a
machine with ip address 192.168.0.0 do you? if so change it because that
isn't an allowed address (neither is 192.168.0.255)
