ppp problems

I have setup ppp as far as I know with the pppsetup and still cannot get 
connected. when I type ppp-go i see my Modem lights flash real quick and 
nothing happens afterwards. Then I type ppp-off and get the following error 
msg.
ERROR: PPP link is not Active on: [ppp0]

can anyone help me get through this?
