Jon,
I had that exact error when I recently switched modems, now I've been
connecting my system for over a year, and I knew I had support.
The culprit there was my CUA (COM) was configured differently than in my
home-grown ppp connection script, because I had run Setup
(Slackware
user here) to reconfigure my modem....
when you boot up, do you see messages about loading ppp support?
