what the DOS world call formating concerns in fact two tasks:
 -formating the disk
 -creating a filesystem on it
so the DOS format command does both in one operation.
under linux you will have to use fdformat to format the disk and mkfs to   
create a filesystem on it.
(read the man pages of these two commands)

Hi Darren,
assuming you want to create a second extension filesystem on a 3,5
floppy, do this:
mkfs -t ext2 /dev/fd0 1440
Also, KDE offers a comfortable graphical front end for formatting
floppies with Kfloppy.
