One way in which you can do this is through the use of sudo. This program
allows you to give root priveliges to user to execute certain commands.
(such as PPP scripts...etc.) I can not remember where this package is
located, but I have used it in the past when I need to give users
priveledges to run commands on certain machines. It may come with your
distribution also. It can restrict which users have access and whether or
not a password is used. I hope this helps....
