Modem locked

RH 5.1 is installed. Netscape won't connect.  I am trying to find out if my
Supra Max 56k V.90 modem is working. I turn on PPP with usernet. When I click
on "ppp0" the status button goes from red to yellow. Then when I try to open
minicom I get :
 "Device /dev/modem is locked"

Will appreciate help on what to do next!
