I always took what you describe regarding Netscape to be an illusion
due to the following fact: when you click on the ftp link, it starts
downloading immediately, and then lets you choose a filename to save
the file. So when you have chosen a filename and choose OK, it already
has dowloaded part of the file, hence the misleading report of high
transfer rate at the beginning.
