You need to mount the device first.
mount /dev/hdb -tiso9660 /cdrom
I suggest you read /usr/doc/HOWTO/CDROM-HOWTO.gz
Just as a small comment, Linux 5.1 is bogus, you possably mean Redhat 5.1 ??
