So I am correct in assuming that a correctly configured modem will echo
characters, or is the blank screen par for the course.

Yes the /dev/modem link is to cua1 (COM 2), i think RH uses cua instead.

Do I set the flag with setserial ?

I can't get the prompt, so the problem is not in minicom ?.

And my ps2 mouse does not use irq 3.
