There are actually tar and gzip programs available for MS-DOS and Win95.  Look at your 
favorite SimtelNet archive (such as ftp.cdrom.com/pub/simtelnet) and trace down the 
directories until you find one called "gnu".  Alternatively, there are DOS programs 
available for splitting a file into smaller pieces (my favorite is called 
split49.exe), then in Linux you would type something like:
cat piece1 piece2 ... piecen > filename
