If the entry is ok in /etc/inetd.conf

talk   dgram   udp     wait    root    /usr/sbin/tcpd  in.talkd
and possably;
ntalk   dgram   udp     wait    root    /usr/sbin/tcpd  in.talkd

Then the chances are you dont have a route to the host to whom you wish
to "talk" to.
Or you have a DNS problem, no mapping of hostnames to ipaddresses.

(99) is the error message number, i used to have a list of error numbers,
but i have misplaced it and cannot seem to find it, or the URL where i got
it from in the first place, if anyone knows an URL for different program
error codes please let me know.
