setterm -blink on
setterm 
  [ -foreground black|blue|green|cyan|red|magenta|yellow|white|default ]
  [ -background black|blue|green|cyan|red|magenta|yellow|white|default ]

setterm --help for all setterms options, man setterm for extra help.

You can do nice things with the screen in a shell script.
