I had similar problems with a Microsoft serial mouse under Red Hat 
5.1. It would work right after I ran mouseconfig, but if I exited
X and restarted it it stopped working again. I switched to another
Logitech PS/2 mouse and the problem went away (I have several 
Logitech mice for my various computers...love 'em). I later read 
something about the MS serial mouse being a "smart" mouse that 
waited for some kind of system call from Windows before it would 
work. There was a work around that basically involved "waking up"
the mouse when X started up, but unfortunately I can't remember 
what or where it was. Try an AltaVista advanced search on 
"microsoft mouse" NEAR linux.
