No, that's not how it works, or at least it's not on my system (Slackware
3.4). If I specify runlevel 4 as the default (or do an "init 4" from the
command line), I never get a regular prompt -- I go right to the xdm login
screen. So either you have something set wrong, or your distribution
intentionally does it differently ... I don't know which (have you said
which distribution you are using? I don't recall).
