With Redhat you would remove the symbolic link in /etc called "localtime"
witch possably points to /usr/lib/zoneinfo/PST and replace it with a link to
UTC.
With slackware you can use the "setup" program to change the timezone, issue
"setup" at the prompt (as root), skip thro' all options with cancel or skip
untill you come to "timezones".
Debiain links in /etc as per Redhat.
As to other distro's i dont know.
Could i make a point here; ? No offence to you Paul.
This of course concerns everyone when asking questions of the above nature.
Or realy any nature..
Because somethings are "System spesific" PLEASE include the distribution you
use, as you see this question is "System spesific".
I hope this helps.
