There is ways to limit the amount of stuff a normal user can stick in his
account directories with quota, man quota

I'm not sure that you can limit the size of directories, but you could say
limit the size of a user home directory to say 4 megs.  One possiability
is to create a 'generic' user and put the quota on hims and have his home
directory the directroy in which you want to limit the size of it.  Hope
