Probably. I use Slackware 3.4 and 3.5, but the approach is more tied to your
modem than to the Linux distribution. (Or at least it is if I'm interpreting
your question correctly as one about line speed on a dialup ppp connection.)

You need to set your modem so it will tell you the connection speed on the
modem side, not the serial-port side (the usual default). To see exactly how
to do this, you'll need to consult your modem manual, as this setting is one
of the less standardized AT "standards". On one of my modems, for example,
ATW2 changes the "CONNECT" message to report DCE (modem side) speed instead
of DTE (serial port to computer) speed.

Once you've made the corresponding change for your modem, you'll be able to
read the read line speed in the messages that chat logs to /var/log/messages .
