1. Read the Modem HowTo (in /usr/doc somewhere, or at URL
http://metalab.unc.edu/LDP/HOWTO/Modem-HOWTO.html .
2. If you plan a PPP connection (this is, sort of, the serial-line
equivalent of Ethernet), read the PPP HowTo (URL
http://metalab.unc.edu/LDP/HOWTO/PPP-HOWTO.html).
3. From these, you should be able to figure out the basics as they apply to
your situation. Depending on where you plan to connect to, there are too
many possibilities for a general answer to be useful.
