Then create a file system on the floppy first with mke2fs.
But i stick to my origanal idea, if the utilitys are on the H/D in your
system, then mounting the device after booting with the rescue disks will
allow you to use those utils situated on the H/D. You will possably need to
link directorys a little with ln -s, this depending on what you want to do.
