operation not permitted

Using EZPPP, when I try to connect as user, I get 'PPPD died unexpectedly'
messages.   In /var/log/messages there are two lines that show the disconnect. 
They are:

pppd[239] : ioctl(PPPIOCGUNIT) : Operation not permitted
pppd[239] : ioctl(PPPIOCGDEBUG) : Operation not permitted

A search for ioctl* reveals lots of stuff for programmers, none of it helps me.
Any ideas?
