What leads you to suggest that he does that. ??

System.map contains kernel funtion addresses spesific for that compile and
is for debugging perpourses. It is not needed by the kernel or lilo or
anything for that matter unless you spesificly want to use a debugger, most
of which will search the kernel source tree for System.map anyway.
