Does anyone know how to configure and connect Windows with Linux?

I am not getting anywhere with the HowTo's, FAQ's, and any other help
facility.  I've been at this bloody thing for over 13 hours!

There's no problem with the NIC's or the individual OS's or anything
else.  I can connect, ping, print, and browse files on the two machines
with either Linux installed on both, or Windows 98/NT installed on
both--I actually did that, that's what took most of the 13 hours!  But
when I install Linux on one and 98 or NT on the other--no go.  Nada.
Seems like they both only like themselves!  Hmmm!  Did someone say
proprietary code?  Ofcourse, I expect that from Microsoft.  But I guess
Linux is only Open as long as the other systems are, let me see,
Linux/Unix?

And I thought OS/2 had problems.  This experience is, so far, a very
close second.
