Okay, here are a few clarifying questions.
1. I assume this is imply a typo:

but is it a typo in your e-mail message or in your actual setup? If the
latter, it will cause all sorts of routing problems.
2. Are all your ping tries by IP number? Or are you using hostnames that
need to be translated via DNS or a hosts file? If the latter, retry all the
pings using actual IP numbers, to eliminate any effects of DNS until you get
the physical LAN working.
3. Does the hub you are using to connect this stuff have LEDs? If so, do the
eppropriate ones flash when you try the pings?
4. If I recall correctly, Tulip changed card configuration somewhere along
the line without changing the model number. Old Tulip cards work fine with
Linux, but newer ones have some problems that require an updated rriver.
Perhaps someone else recalls the details a bit better; in any case, you do
need to check on this.
5. The Win98 box details sound peculiar. In particular, they sound like you
have routing on it misconfigured somehow. Alas, I don't know even what the
Win98 equivalent of the Linux "route" command is, so I can offer no
suggestions there. But ... what nameservers does the Win98 host expect to
use? Are they available only when PPP is active (even if you use IP numbers,
this matters for any reverse lookups that get done)?
6. Similarly, on the Linux host, does /etc/resolv.conf contain nameserver
entries that are available only when the PPP link is active?
6. When you say "connected to the Internet via PPP", which host is doing the
connecting? Linux? Win98?
7. What is the output of "route -n" on the Linux box when PPP is NOT running
on it and (if you're using the Linux host as your connector) when it is?
8. What happens if you try to telnet from the Win98 host to the Linux host
(by IP number, not name)?
9. If you are running PPP on the Linux host, what is the output of ifconfig
when PPP is active? inactive?
