Normally when you start minicom it flashes a box: initializing modem,
then displays the modem init string as echoed by the modem, followe by
the modem's response:
OK
If you get this, it's working and configured. Is a phone line plugged
into the modem? Try plugging a phone into the other jack on the modem
and see if it can get a dialtone.
If not, kernel serial initialization only sets the serial ports to the
defaults, which are not often right for an internal modem. You must use
setserial to set the irq and other attributes. Once you get it right,
it can go in /etc/rc.d/rc.local to be done for you at bootup.
man setserial is a modem micro howto.

Block devices that hold filesystems go in /etc/fstab, if they are to be
automounted at startup or mountable by a non-privileged user after.
Modems have no place there.
There is a modem howto, but I think it's newer than my sunsite archive
cd. I'd try looking there, though.

You might also find the Serial- and NET-3 HOWTO's useful.
